FMOL Health | St. Francis Medical Group Breaks Ground on New Jackson Street Internal Medicine Clinic to Expand Primary Care Access in Monroe

April 09, 2026

Monroe, LA – When FMOL Health | St. Francis opened its primary care clinic on Jackson Street in 2023, it marked more than the beginning of a new practice. It signaled a renewed commitment to bringing compassionate, accessible care directly into the heart of Monroe.

The clinic at 1805 Jackson Street opened as a collaboration between the St. Francis Medical Group and the St. Francis Internal Medicine Residency Program as a site for both patient care and training for the first class of 15 Internal Medicine residents. The clinic quickly became a trusted destination for families seeking high-quality primary care close to home.

The original clinic location now features three St. Francis Medical Group physicians and 42 Internal Medicine residents rotating through the clinic. The commitment made for the original clinic remains steadfast but is now taking an important next step.

Just beside the current clinic, FMOL Health | St. Francis Medical Group has begun construction on a new $5.5 million primary care facility, a purpose built space designed to meet the community’s growing health needs. Planned at approximately 8,000 square feet and featuring twelve modern exam rooms, the new clinic will offer expanded capacity, improved patient flow, and an environment crafted for comfort, efficiency, and teaching.

The expanded site will support three FMOL Health | St. Francis Medical Group physicians - Dr. Tracie Bellanger, Dr. Brittney Clark and Dr. Janice Ford - and serve as a dedicated training home for 42 internal medicine residents, strengthening care delivery and helping prepare the next generation of physicians for our community.

Breaking ground for this new clinic represents a meaningful advancement for the future of healthcare in our community and community generosity helped make this project possible. As part of a remarkable $1.72 million gift from the Tom H. Scott, Jr. Scholarship Fund, $500,000 has been dedicated to this building project in honor of Mr. Scott’s deep and lasting commitment to education. His legacy continues to make a meaningful impact, not only on our residents, but on the countless patients who will benefit from their care.

For Dr. Thomas Gullatt, northeast Louisiana market president, the investment reflects the ministry’s deep roots in Monroe and its long standing mission. “Investing in the community is an essential aspect of our healing mission,” Dr. Gullatt said. “This new Jackson Street Clinic allows us to expand our capacity, improve patient experience, and continue supporting the development of future physicians for Northeast Louisiana.”

Teams from Lincoln Builders and Flad Architects will provide their guidance and expertise throughout the duration of this project, with construction tentatively scheduled for completion in 2027. Once open, the expanded Jackson Street location will build on the success of its predecessor — maintaining the personalized care patients have come to expect while offering a modern environment designed to serve families for decades to come.

This next chapter on Jackson Street is more than a building project. It is a continuation of FMOL Health | St. Francis Medical Group’s promise: to meet patients where they are, to grow alongside the community, and to ensure that excellent care remains both local and accessible.
